The invention discloses a polycarboxylate concrete water reducing agent and a production method thereof. The polycarboxylate concrete water reducing agent is prepared from, by weight, 10-18 parts of mother liquor A, 3-7 parts of mother liquor B, 0.07-0.1 part of air entraining agent, 0.07-0.1 part of defoaming agent, 20-35 parts of water and 0.1-1 part of sodium gluconate. According to the polycarboxylate-type concrete water reducing agent and the production method thereof, the mother liquor A and the mother liquor B are mixed according to different proportions and are circularly stirred at normal temperature according to the change of cement and ground materials; different amounts of sodium gluconate are added according to seasonal changes so as to adjust the setting time of concrete; andan air entraining agent (0.05-0.15%) and a defoaming agent (0.05-0.1%) are added according to the mixing condition of indoor concrete so as to improve the workability of the concrete, improve the slump time loss of the concrete, improve the durability of the concrete and improve the appearance quality of the concrete.
