A cover disk is attached to the water surface with oil stain, and a medium on the upper layer is sucked through a turbine mechanism in a suction device at the bottom of the cover disk, an oil layer and a part of water medium flows into the suction device ina vortex shape, and multiple fans on the inner wall of the cover disk can assist in blowing the oil layer to move to the suction device in the middle, so that the oil stain suction amount within the time is increased. The water and oil stain sucked into a material box is stored first of all, since the density of oil is small, the oil stills floats on the upper layer of the water medium; then, mostof bottom layer water medium is discharged out of a bearing body through a bottom water discharging pipe, the oil stain mixed with a small amount of water is made to flow into a spiral sliding groovein a water-oil separating device through an impurity discharging pipe, the oil and water media whirl, meanwhile, an electric heating wire in a bottom heating chamber heats the oil and water media, the heated time and heated face of the water and oil media in the limited space are increased, and heating enables the water medium to be vaporized and volatilized; and therefore, a more effective water-oil separating effect is achieved.
