The invention discloses a multilayered horizontal circulating type parking system and an application method. When parking operation is conducted, a system searches for a nearby parking system with a vacant stall and reminds a user of setting the collection time; when a car is driven to the parking system, the system dispatches a stall adjacent to a stall where a car with the collection time beingclose to that of the to-be-parked car in priority according to the set collection time and informing a car owner of the number of the stall available to the car owner; the system instructs the car owner to park in the stall of the designated number, and after it is determined that the actual stall is consistent with the set stall, the parking process is completed; if the actual stall is inconsistent with the set stall, the car owner is instructed to adjust the actual parking stall, and the parking process is completed; when the user collects the car, a circulating main body rotates, and the stall where the target car is located is moved to the ground or a temporary parking and collection device. The car parking and collection mode is more intelligentized; and the remote reservation parkingand collection mode and the temporary car collection mode are combined to be operated, and the operation efficiency of parking and car collection is higher.
