The invention discloses a bridge reinforcing device, a bridge reinforcing method and an obtained bridge. The bridge reinforcing device comprises a mechanical anchoring part and a carbon fiber plate. The mechanical anchoring part is composed of a bottom layer steel plate, a top layer steel plate, connecting bolts and matched pre-tightening nuts. The bottom layer steel plate and the top layer steelplate are parallel to each other, and a gap is reserved between the bottom layer steel plate and the top layer steel plate; the carbon fiber plate sequentially penetrates through the gap and is bondedwith the bottom layer steel plate and the top layer steel plate; and one end of each connecting bolt is connected with the bottom layer steel plate in a welded mode, the other end of each connectingbolt penetrates through a bolt hole reserved in the top layer steel plate, and a side surface of the carbon fiber plate is pre-tightened through the pre-tightening nuts. The bottom layer steel plate is smaller than the top layer steel plate in size in a length direction, two beam body chemical bolt penetrating holes are further reserved in the top layer steel plate, and the holes are matched withchemical bolts implanted in a beam to be reinforced in advance.
