The invention discloses a retard-bonded prestressed steel strand with controllable bonding time. The retard-bonded prestressed steel strand with the controllable bonding time comprises a prestressed steel strand body in the center, an epoxy resin binding material in the middle layer and a protective sleeve on the outermost layer, wherein the epoxy resin binding material comprises epoxy resin and alatent curing agent; and the epoxy resin binding material is cured through adopting a method that the steel strand body is electrified and heated, so that the binding material is heated and rapidly cured. According to the retard-bonded prestressed steel strand and the bonding control method thereof, the pot life of the retard-bonded prestressed steel strand is prolonged, and the curing time of the binding material is not influenced by the environment temperature; after tensioning is completed, curing of the binding material can be controlled in real time according to design requirements; andthe adverse factors that the curing time of the epoxy resin binding material is not controlled, and curing is greatly influenced by the environment temperature are effectively avoided.
