The device comprises a working base station, an adjusting arm and a conveying header pipe, wherein theadjusting arm is rotatably arranged on the working base station and has a telescopic function, the conveying header pipe is attached to the adjusting arm, a defect repairing cover and a repairing auxiliary mechanism are arranged at the free end of the adjusting arm, the defect repairing cover comprises a circular cover shell, the circular cover shell is provided with an opening at the bottom andis used for covering the defect parts of the concrete river embankment, and the tail end of the conveying header pipe communicates with the inner part of the cover shell, so that a cement mortar pipein the conveying header pipe extends into the cover shell, and convey cement mortar repairing materials to the cement mortar pipe.
