The device comprises at least one deceleration cylinder, wherein the deceleration cylinder comprises a feeding cylinder and a discharging cylinder, the feeding cylinder comprises a first feeding port and a first discharging port, one inner wall of the feeding cylinder is provided with an inclineddeceleration plate, the deceleration plate faces the first feeding port, the discharging cylinder comprises a second feeding port and a second discharging port, the second feeding port communicates with the first discharging port, one inner wall of the discharging cylinder is provided with a first steering plate, the first steering plate is obliquely arranged and faces the second feeding port, the side wall, opposite to the deceleration plate, in the feeding cylinder is connected to the top of the first steering plate, the deceleration plate and the first steering plate are oppositely arranged, and concrete falling from the feeding cylinder through deceleration of the deceleration plate can directly face the first steering plate and fall into the discharging cylinder.
