The invention discloses an underwater restaurant capable of moving, submerging and sitting underwater for people to have meals and enjoy seabed scenery, the underwater restaurant comprises an overwater main body, a support pipe and an underwater main body, and the overwater main body comprises a boarding gangway ladder, an overwater living building, an elevator room, an overwater ballast water tank, an overwater fresh water tank, an overwater mechanical place and an overwater storage place; the underwater body comprises an underwater restaurant area, an underwater restaurant ball cover, a connecting channel, lug plates, an underwater ballast water tank, an underwater mechanical place, an underwater fresh water tank and an elevator shaft. The underwater restaurant realizes conversion between a floating mode and a submerged mode through ballast water injection and drainage and matching of all structures, and the towing point is provided through the lug plate to enable the tugboat to dragthe underwater restaurant to move to different sea areas, so that the functions that the underwater restaurant is submerged in the sea bottom and people have meals underwater and enjoy the sea bottomscenery are realized.
