The assembling-type stilling basin bottom plate underwater repair device comprisesa device body, wherein the device body is formed by fixedly splicing at least three separate bin blocks, each separate bin block is of a hollow block structure with an open bottom, the top of the separate bin block located in the middle position is provided with a tower cylinder which communicates with the said separate bin block, the cross section of each separate bin block is in a fan shape, a fan-shaped sealing strip is fixedly arranged at the bottom side of each separate bin block, and the top side of each separate bin block is provided with a valve which communicates with the interior ofthe said separate bin block. Through the assembling-type underwater repair device and the repair method, underwater construction repair can be performed, the construction process is simplified, and dry bin construction on a bottom plate of a stilling basin is realized under the condition of guaranteeing that the water level of the stilling basin does not change.
