The invention discloses a rail fastener for a steel sleeper of mountain rail transit and a using method thereof. The rail fastener comprises a T-shaped bolt, an elastic strip, an iron seat, an insulation gauge block and an under-rail base plate. A periphery of the iron seat is welded on the steel sleeper, and the under-rail base plate is laid on the steel sleeper; one end of the insulation gauge block is placed between the steel rail and the iron seat, and the other end is placed on the surface of the steel rail; one end of the elastic strip is placed on the iron seat, and the other end is placed on the insulation gauge block; and a head end of the T-shaped bolt is matched and fixed with a profiling groove of the iron seat, and the other end penetrates through an elastic strip middle limband is fastened through a nut. Compared with the prior art, the fastener and the method of the invention have positive effects that the fastener can well act together with the steel sleeper, and transportation and installation convenience of the steel sleeper is fully utilized; and meanwhile, the rail fastener for the steel sleeper of the mountain rail transit can provide an enough insulating property, large buckling pressure, large gauge adjustment and a certain heightening amount for the rail, and can effectively ensure running safety of the rail.
