The invention discloses an expressway garbage collection device and vehicle. The device comprises a rapid collection device and a control system which are arranged in front of a vehicle cab, whereinthe rapid collecting device comprises a hanging plate support, a lifting oil cylinder, a damping device, a barrel and a shovel plate. The quick collecting device is connected with the front portion ofa vehicle cab through the hanging plate support, the lifting oil cylinder and the damping device are arranged between the barrel and the hanging plate support, the shovel plate is arranged at the bottom of the front portion of the barrel, and the quick collecting device further comprises a hydraulic power unit. By means of the expressway garbage collection device and the vehicle, garbage can be collected by utilizing the inertia of garbage on the road surface, so that high-speed driving and garbage collection are unified, the collection efficiency of the garbage on the expressway road surfaceis improved, and the road surface cleaning cost is reduced; in addition, rear-end collision accidents caused by low-speed operation are reduced, and personnel and property losses are avoided.
