The invention provides a modifier for a high-water-content clay filler and a roadbed filling construction method. The modifier comprises the following components in parts by mass: 1 to 50 parts of sodium nitrate, 30 to 150 parts of sodium carbonate, 30 to 150 parts of sodium sulfate, 50 to 200 parts of calcium oxide, 20 to 100 parts of silicon powder, 10 to 100 parts of magnesium oxide, 50 to 200parts of fine sand and 20 to 100 parts of cement. The modifier has the micro-expansion characteristic, the air shrinkage performance of the filler can be improved, and cracking is prevented; comparedwith a roadbed constructed through a traditional improvement method, the roadbed constructed through the construction method is higher in compressive strength, small in frost heaving rate and low in permeability coefficient, and the roadbed and pavement structure performance requirements are met.
