The invention relates to the technical field of municipal engineering, in particular to a paving construction process of a permeable horizontal stone with a filtering function. The process comprises the following steps of: pouring a concrete pedestal at the bottom of a drainage ditch; paving a buffer piece on the concrete pedestal; paving a leveling plate on the buffer piece; and paving flat stones with water permeable holes on the leveling plate. When the flat stones are subjected to external force, the buffer piece can buffer part of the external force, and the possibility that the flat stones are broken is reduced. Since the flat stones are provided with the water permeable holes, when it rains, rainwater on the road surface can be quickly drained through the water permeable holes; compared with slow permeation, the drainage flow is increased, and the water permeable holes can play a filtering role; impurities such as leaves and branches on the road surface are intercepted, the impurities such as the leaves and the branches are prevented from falling into the drainage ditch to be fermented and generate bacteria, rainwater entering the drainage ditch is prevented from being polluted by the bacteria and becoming sewage, and when the rainwater in the drainage ditch is drained along a municipal drainage pipeline, the quality of drained water is guaranteed.
