The invention discloses a construction device and method for an offshore low pier cantilever cast-in-place bent cap and relates to the technical field of bent cap construction. The construction devicecomprises first cross beams, second cross beams, hanging rods, longitudinal beams, supporting pieces and formworks; the two first cross beams are longitudinally arranged on a bearing platform in parallel at intervals; the two ends of each first cross beam extend out of the bearing platform; the second cross beams are arranged below the two ends of each first cross beam and located on the two sides of the bearing platform; the second cross beams are connected with the first cross beams through a plurality of hanging rods; the hanging rods can adjust the distances between the second cross beamsand the first cross beams; the longitudinal beams are arranged in parallel at intervals in the transverse direction of a bridge; the two ends of each longitudinal beam are arranged on the two secondcross beams in the longitudinal direction of the bridge respectively; the longitudinal beams are provided with supporting pieces; and the supporting pieces are provided with formworks used for formingthe bent cap. The construction device is simple and convenient to mount and demount and low in construction cost.
