The invention discloses a steel pipe concrete column and steel bar concrete column splicing joint and a construction method, and relates to the technical field of building structures. The splicing joint comprises a lower steel pipe concrete column, an upper steel bar concrete column and a middle splicing component. The splicing component is connected with the steel pipe concrete column and the steel bar concrete column and comprises a closed-loop steel channel. The upper end face and the lower end face of the splicing component are flange plate surfaces of the closed-loop steel channel. An upper flange plate and a lower flange plate are provided with a plurality of through holes. The steel pipe concrete column comprises a hollow steel pipe, and the steel pipe is welded to the lower end face of the splicing component. The steel bar concrete column comprises a plurality of steel bars, and each steel bar sequentially downwards penetrates through the through holes of the upper flange plateand the lower flange plate and stretches into the interior space of the steel pipe. The boundary dimension of the section of the steel pipe is equal to the boundary dimension of the upper end face and the lower end face of the splicing component. The splicing joint is firm in structure, load transmission between the steel bar concrete column and the steel pipe concrete column can be guaranteed, and meanwhile the joint is simple in structure and convenient to construct.
