The railway machinery sleeper replacement construction method comprises thesteps that 1, dismounting fasteners; 2, reserving a sleeper replacement working surface; 3, drawing old sleepers out; 4, installing new sleepers; 5, installing fasteners; 6, carrying out railway ballast preliminary filling; and 7, moving the sleeper replacement machine forwards by the distance of one sleeper, and repeating the step 3 to step 6 till the old sleepers needing to be replaced are replaced. The invention further discloses a sleeper replacing device which comprises a sleeper replacing machine body, a railway ballast digging shovel, sleeper clamps and a connecting part. The sleeper replacing device further comprises an adjusting mechanism capable of adjusting the relative positions or angles of the sleeper clamps. The operation mode that the sleeper replacement machine is matchedwith manual construction is adopted, the mechanization degree is high, compared with a traditional pure manual sleeper replacement construction method, the operation efficiency is high, sleeper replacement and ballast raking are completed mechanically, labor input is reduced, the labor intensity is lowered, and the operation efficiency is improved.
