The environment-friendly water surface cleaning system comprises a rail structure; the rail structure is provided with a storage structure, and recovery structures are mounted at the two ends of the storage structure. The rail structure comprises fixed plates, the two fixed plates are mounted at thetwo ends of a guide rail correspondingly, and the fixed plates are mounted and fixed to the two ends of a river bank. The guide rail structure is formed by connecting magnetic patches, the guide railis sleeved with a sliding block, and a motor is fixedly mounted outside the sliding block. A water surface cleaning device with the guide rail is designed, the equipment can carry out back-forth cleaning along the fixed rail of the river surface, the fixed plates at the two ends of the guide rail are directly fixed to the two banks of a riverway, and the corresponding positions can be adjusted according to different conditions; and the guide rail is sleeved with the sliding block, the sliding block can move on the guide rail through the externally mounted motor, and therefore the aim of driving the whole device to move along the guide rail is achieved.
