Through the arrangement of the first rotating shaft, the function of connecting the rotating handle to the top beam frame is achieved, through the matched arrangement of the rotating handle, the threaded rod, a second rotating shaft and the gate, the rotating handle is rotated during use, so that the threaded rod is driven to rotate upwards, the gate is driven to move upwards or downwards by the second rotating shaft, and the function of opening or closing the water gate is achieved; and through arrangement of brush strips, the function of cleaning the threaded rod is achieved while the gate is lifted, and the situation that the threaded rod is soaked in water for a long time, and consequently the iron rust is generated and the threaded rod cannot rise normally is prevented.
