The method is characterized in that a high-pressure hose is arranged and fixed between a lower-layer reinforcing mesh and a cushion layer during construction, the axis of the high-pressure hose is parallel toa post-cast strip control line, the high-pressure hose is inflated and blocked before concrete is poured, and after concrete pouring is completed and 5-7 days later, the high-pressure hose is decompressed and dismantled. By the adoption of the rubber high-pressure hose, slurry leakage between a lower-layer steel bar and a base layer of a post-cast strip can be eradicated, manual cleaning of leaked slurry is avoided, and labor is saved; and honeycombs and holes at the lower part of a raft caused by slurry leakage are effectively avoided, and raft leakage and steel bar corrosion are avoided.
