The material plate comprises: a waterproof layer, a heat preservation layer, a first sound insulation layer, a first hanging net, a cement base layer, a second hanging net, a second sound insulation layer and a noise reduction layer. A second hanging net and a first hanging net are arranged on the inner side and the outer side of the cement base layer respectively, a second sound insulation layer is arranged on the inner side of the second hanging net, and a silencing layer is arranged on the inner side of the second sound insulation layer; a first sound insulation layer is arranged outside the first hanging net, a heat preservation layer is arranged outside the first sound insulation layer, and the heat preservation layer is covered with a waterproof layer. The waterproof layer is prepared from a waterproof ceramic tile and a waterproof joint mixture; the thermal insulation layer is made of polyurethane foam; the first sound insulation layer and the second sound insulation layer are made of foaming cement. The sound insulation and noise reduction material plate has the characteristics ofbidirectional sound insulation, water resistance, heat preservation and stable structure.
