The invention discloses an electric heating anti-icing and snow-melting system for roads and a laying method thereof. The system comprises a plurality of heating system. Each heating system comprisesa road section, a pavement slippery state sensor, a temperature sensor and a plurality of heating cables; a plurality of street lamps are arranged on the two sides of the road section at intervals, all heating cables and wires of the street lamps in each heating system are gathered and then connected into a control box, and a power source and a control module for providing power for the heating cables and the street lamps are arranged in the control box. According to the invention, a traditional spraying mode is replaced by the heating cable; the heating cable can monitor the pavement condition in real time for automatic heating and deicing, the system is long in service cycle, simple in later maintenance, high in deicing speed and high in efficiency, and the driving safety of a road is improved; the working state in the peak period of power utilization is adjusted reasonably, and the normal operation of the heating cable is ensured under the condition of reasonable distribution of electric energy.
