The invention relates to the technical field of building heat-insulation materials, in particular to a building heat-insulation cement system based on a reflective heat-insulation coating. The systemcomprises a heat-insulation layer, a putty layer, a prime coat and a finish coat; the heat-insulation layer is made of a pasty or powdery heat-insulation material prepared from polyphenyl particles, hollow glass beads and hollow beads which are used as heat-insulation aggregate as well as polyacrylate, a copolymer emulsion of the polyacrylate and an inorganic binder which are used as a binding agent through addition of aids; and the finish coat is prepared from a synthetic resin emulsion used as a base material, ceramic hollow beads and aids. The system has the beneficial effects as follows: the heat-insulation layer is made of the pasty or powdery heat-insulation material prepared from the polyphenyl particles, the hollow glass beads and the hollow beads which are used as the heat-insulation aggregate as well as the polyacrylate, the copolymer emulsion of the polyacrylate and the inorganic binder which are used as the binding agent through addition of the aids, so that the system hasthe relatively high heat-insulation effect.
