The initial rainwater discarding pipe is used for filtering impurities in roofrainwater and discharging the filtered rainwater and rainwater containing the impurities; the filtered rainwater is drained into the underground regulating reservoir through a downpipe, and the rainwater containing impurities flows into the rainwater garden through a drain pipe; the downpipe passing through each floor of the residential building passes through a water wheel power generation box provided with a hydraulic generator; and electric energy generated by the hydraulic generator is stored in a storage battery for supplying power to a solar street lamp through a power transmission line.
