The device comprises an adjusting frame and crow plates; the adjusting frame is slidably installed at the upper end of a trolley body; a vertical threaded drum is further fixedly installed on the adjusting frame; a vertical threaded rod penetrates through the vertical threaded drum via threaded engagement and is rotatably embedded on the trolley body; two groups of crow plates are arranged and are respectively installed on the outer side of the adjusting frame in a sliding mode; and a vertical linkage shaft A and a vertical linkage shaft are respectively installed on a support frame in a rotatable mode. By rotating a horizontal adjusting threaded rod, when a horizontal sliding bevel gear is engaged with a vertical bevel gear A, the trolley body is pushed forward to enable the adjusting frame to move upward, and when another group of horizontal sliding bevel gears is engaged with avertical bevel gear B and the trolley body is pushed to move forward, the adjusting frame is driven to move downward; and the crow plates are used to crow a steel formwork down, and when the steel formwork falls down, a part of impact force is offset under the action of a buffer spring, so the buffering effect is achieved.
