The invention provides a water bloom collecting device and a water bloom removing method, and belongs to the field of water environment treatment. The device comprises a suction cup, a collecting net,a connecting mechanism and floating devices. The suction cup comprises a top plate and two side plates, the front ends of the top plate and the side plates incline outwards to form a conical structure, a V-shaped plate is arranged on the bottom face of the top plate, the front ends of the V-shaped plate are attached to the side plates, suction holes are formed in the positions, corresponding to the bottoms of the V-shaped plate, of the top plate, and a plurality of spoilers arranged in fan shape are arranged on bottom face of the top plate. The collecting net is detachably installed at the rear end of the suction cup and provided with a feeding port and a deposition groove. The connecting mechanism is hinged to suction cup. A pair of floating devices is arranged, each floating device is provided with at least two guide rods, the suction cups are slidably connected with the guide rods through supports, and the front ends of the suction cups exceed the floating devices. The water bloomremoving method utilizes the device to remove water blooms and comprises the steps of adjusting the height of the suction cup and connecting the water suction pump. The water bloom collecting device and the water bloom removing method have the advantages of being high in water bloom collecting efficiency, thorough in collection, wide in application range and convenient to use.
