The invention discloses a building wall with heat preservation and sound insulation functions. The building wall with the heat preservation and sound insulation functions comprises a foundation wall,wherein a keel is connected to the outer side surface of the foundation wall; and a building decoration wall is arranged on the outer side surface of the keel. According to the building wall with theheat preservation and sound insulation functions, through the cooperation among the foundation wall, the keel and the building decoration wall, a magnesium oxide board is firstly laminated to the outer side surface of the keel, and the magnesium oxide board and the keel are in threaded connection by using bolts; a heat preservation layer, a vacuum layer and a sound insulation layer are sequentially placed in a groove, and the outer side surface of the magnesium oxide board is covered through a waterproof layer and a decorating plate; an expansion tube is inserted into a circular groove so as to sequentially penetrate through the decorating plate, the sound insulation layer, the heat preservation layer and the magnesium oxide board, and screws are inserted into the expansion tube so as to carry out threaded connection, so that the decorating plate and the magnesium oxide board can be installed in a butt-joint way, no glue is needed for adhesion in the period, the generation of an offensive smell is avoided, and energy conservation and environment protection are realized.
