The invention discloses an anti-collision pier structure that is characterized in that detection water spraying mechanisms are arranged on an upstream face and a downstream face of a pier correspondingly. Each detection water spraying mechanism comprises a laser range finder, a laser velocimeter and a plurality of high-pressure spray heads; a high-pressure water tank is arranged on the riverbed atthe pier and is connected with a high-pressure variable-frequency water pump which is connected with a water inlet pipe; each high-pressure spray head is connected with the high-pressure water tank through a high-pressure water supply hose, and a pressure sensor is arranged in the high-pressure water tank; a waterproof box is arranged at the top of the pier, an electric control device is arrangedin the waterproof box, and the laser range finder, the laser velocimeter, the high-pressure variable-frequency water pump and the pressure sensor are all connected with the electric control device. The invention further discloses a corresponding active anti-collision method. The invention provides an active anti-collision technology, the collision energy of a ship is gradually counteracted through water jet, the instant collision of the ship colliding with a bridge is converted into long-time water spraying collision prevention, and the acting force borne by a pier in unit time is reduced byprolonging the anti-collision action time, so that the pier is effectively protected.
