The invention discloses a water-saving anti-freezing flushing public toilet suitable for being used outdoors in cold regions. The water-saving anti-freezing flushing public toilet comprises a plurality of toilet rooms, a water storage tank, buried deodorizers, a plurality of latticed excrement tanks and a liquid storage cellar, wherein a toilet stool, a high-pressure flushing pedal and a water pump switch are mounted on the ground in the toilet room; a buried deodorizer is communicated with the lower portion of the toilet stool, the high-pressure flushing pedal is connected with a high-pressure flushing device in the water storage tank, the high-pressure flushing device is communicated with the buried deodorizer through a communicating pipe, the latticed excrement tank comprises three connected pools, the three pools are communicated through two excrement passing pipes respectively, and the first pool is communicated with the buried deodorizer through a communicating pipe; the third pool of each latticed excrement tank is communicated with the liquid storage cellar through a liquid discharge pipeline; and the liquid storage cellar is communicated with the water storage tank througha connecting pipe to realize reuse of reclaimed water. The problem of freezing damage caused by flushing of outdoor public toilets in winter is solved; reclaimed water recycling is achieved, and water consumption and later cleaning work are reduced; and the two flushing modes overcome the defect that the public toilet cannot be used under the condition of power failure.
