The invention discloses a waterproof keel for laying photovoltaic panel units and a waterproof photovoltaic panel. The waterproof keel comprises longitudinal drainage keels and transverse drainage keels, keel bodies of the longitudinal drainage keels are provided with first longitudinal water guide grooves, second longitudinal water guide grooves, third longitudinal water guide grooves and supporting faces, and the transverse drainage keels are internally provided with transverse water guide grooves communicating with the second longitudinal water guide grooves and the third longitudinal waterguide grooves; and the two adjacent sides of the photovoltaic panel units are correspondingly in lap joint with the supporting faces and the transverse water guide grooves and are fixed to the firstlongitudinal water guide grooves. Sealants are arranged between the supporting faces and the photovoltaic panel units in a pressing mode. Connecting grooves sinking towards the supporting faces are formed in the keel bodies connected end to end, and waterproof buckle covers bonded with the connecting grooves, the second longitudinal water guide grooves and the third longitudinal water guide grooves in a sealed mode are arranged in the connecting grooves and flush with the supporting faces. The waterproof effect is good, and the power generation effect of the photovoltaic panel units is not affected.
