The invention discloses a sluice structure and a construction method. The sluice structure comprises a cofferdam construction sluice chamber section, an outer side cofferdam-free energy dissipater, aninner side cofferdam-free energy dissipater, a sluice and embankment joint section, an embankment structure and a sheet pile cofferdam. The cofferdam construction sluice chamber section is arranged in the sheet pile cofferdam, and the inner side face, the outer side face, the front side face and the rear side face of the cofferdam construction sluice chamber section are sequentially connected with the inner side face, the outer side face, the front side face and the rear side face of the sheet pile cofferdam. The inner side cofferdam-free energy dissipater is connected with the inner side surface of the cofferdam construction sluice chamber section through the inner side surface of the sheet pile cofferdam; the outer side cofferdam-free energy dissipater is connected with the outer side surface of the cofferdam construction sluice chamber section through the outer side surface of the sheet pile cofferdam; and the sluice and embankment joint section is connected with the embankment structure and the sheet pile cofferdam. Compared with a conventional sluice, the sluice structure has the advantages that temporary engineering cost such as cofferdams is saved, permanent engineering cost such as inner side wing walls and outer side wing walls is saved, the structure is simple and practical, construction is convenient and fast, overall arrangement is concise and elegant, and engineering construction time and investment are greatly saved.
