The invention discloses an external steel anchor pipe of a novel cable-beam anchoring system for a cable-stayed bridge and an operation method thereof, and belongs to the technical field of bridge design. The external steel anchor pipe is composed of a bearing plate, a steel anchor pipe body, an anchoring web, an upper stabilizing plate, a lower stabilizing plate, a bridge deck supporting plate, stiffening plates and studs. The bearing plate is welded to the bottom end of the steel anchor pipe body; one end of the anchoring web is welded to the pipe wall of the steel anchor pipe body, and theother end of the anchoring web is welded to a main beam web, a main beam top plate and a main beam bottom plate; the upper stabilizing plate and the lower stabilizing plate are welded to the steel anchor pipe body, the anchoring web and the main beam web respectively; the stiffening plates are welded to the position, between the upper stabilizing plate and the lower stabilizing plate, of the anchoring web and the positions, corresponding to the upper stabilizing plate and the lower stabilizing plate, of the inner side of a main beam; and the bridge deck supporting plate is welded to the upperend of the steel anchor pipe body and connected with a bridge deck through the studs. The invention further provides the operation method of the external steel anchor pipe of the novel cable-beam anchoring system for the cable-stayed bridge. The external steel anchor pipe is applicable to cable-stayed bridges with any span, loads are transmitted between inhaul cables and the main beam in a shearing force manner, on-site secondary welding is not needed, and the construction quality is guaranteed.
