The invention discloses an ultra-silence anti-theft well lid for municipal engineering. A circle of mounting ring is arranged at the lower part of a plugging cover; the mounting ring is connected withthe plugging cover through a locking structure; the mounting ring is connected with a supporting part through a movable assembly; and the upper portion of the supporting part is provided with an expansion assembly which is connected with the movable assembly and used for expanding in the radial direction when the plugging cover is directly pulled. The movable assembly comprises two rod sets symmetrically arranged at the front side and the rear side of the mounting ring. Connecting rods are driven to swing in the upward pulling process; the swinging connecting rods drive sliding sleeves to slide along a guide rod; the expanding assembly is driven to act in the sliding process of the sliding sleeves; the expanding assembly expands in the radial direction and abuts and rubs against the innerwall of an inspection well; and the plugging cover and the mounting ring are prevented from being separated from an upper opening of the inspection well in a friction-increasing mode. When a vehiclepresses the plugging cover, the plugging cover moves downwards to drive the connecting rods to drive the sliding sleeves to move reversely to extrude compressed springs, and the compressed springs areused for damping the plugging cover, so that noise is lowered.
