The invention discloses an intelligent deceleration strip with variable rigidity and an energy recovery function. The intelligent deceleration strip comprises a hard rubber protective sleeve, a conductive shearing hardening elastomer, a wire and fixing buckles. The hard rubber protective sleeve is arranged on an outer layer of the intelligent deceleration strip and fixed to the ground through theplurality of fixing buckles; a cavity in a preset shape is formed in the hard rubber protective sleeve, and the conductive shear hardening elastic body is made of a soft plastic material; the cavity with the predetermined shape is filled with the conductive shearing hardening elastomer; and one wire is attached to the conductive shear hardening elastomer to serve as a single electrode to be connected out to supply power to the outside, and the wire is used for energy recovery. According to the intelligent deceleration strip, by means of the characteristic that the rigidity of the shear hardening elastomer is rapidly increased under strong impact, the rigidity characteristic of the deceleration strip is automatically changed according to the speed of passing vehicles, a warning effect is achieved on vehicles passing at a high speed, meanwhile discomfort caused when the vehicles pass through an existing deceleration strip at a low speed can be reduced, and meanwhile, impact force and pressure are converted into electric energy to be further recycled.
