The invention provides a vertical elastic steel bar positioning system and a positioning method. The vertical elastic steel bar positioning system comprises a first positioning structure, a second positioning structure, a first telescopic piece, a second telescopic piece and a third telescopic piece, wherein the first positioning structure comprises a first positioning rod and a plurality of firstlimiting blocks, and the first telescopic piece is used for driving the first positioning structure to move in the axial direction of the first positioning rod; the second positioning structure comprises a second positioning rod and a plurality of second limiting blocks, the second telescopic piece is used for driving the second positioning structure to move in the axial direction of the second positioning rod, and the third telescopic piece is used for driving the second positioning structure to move in the vertical direction; and each second limiting block comprises a main limiting block and a sub limiting block which are adjacently arranged in the axial direction of the second positioning rod. By arranging the first positioning structure and the second positioning structure, each steelbar abuts against the first limiting blocks and the second limiting blocks correspondingly, and then positioning of the steel bars is realized.
