An initial-stage rainwater outlet pipe is arranged at the lower part of a rainwater well, a self-floating rising type gutter inlet sealing device is arranged in the rainwater well, the self-floating rising type gutter inlet sealing device is made of a light high-durability material with the densitysmaller than that of water, and a flat grate gutter inlet is blocked when the self-floating rising type gutter inlet sealing device floats upwards to the flat grate gutter inlet; and a vertical grategutter inlet is formed in the side part above the rainwater well, a concave green land or a biological retention facility is arranged on the outer side of the vertical grate gutter inlet, after rainwater enters the rainwater well, the self-floating rising type gutter inlet sealing device floats upwards until the flat grate gutter inlet is blocked, and the rainwater stops entering the rainwater well and enters the concave green land or the biological retention facility through the vertical grate gutter inlet. The device can effectively solve the problems that when rainwater on roads for spongecity construction needs to be discharged into source emission reduction facilities such as the concave green land or the biological retention facility, the initial-stage rainwater pollution degree ishigh, plant death is easily caused, and maintenance in the green land is difficult.
