The invention discloses a maintenance working device frame with a movable fulcrum transverse moving mechanism and an operation method of the maintenance working device frame. The working device framecomprises a rotating device (1) and a transverse moving device (2). The transverse moving device (2) comprises a first transverse moving beam (21), a second transverse moving beam (22) and a movable fulcrum (23), one end of the second transverse moving beam (22) is connected with the first transverse moving beam (21), and the other end of the second transverse moving beam (22) is connected with arotary accommodating cavity (32) formed in the outer side of the first transverse moving beam (21) through a movable fulcrum (23). The operation method comprises the steps that S1, the transverse moving device drives an operation unit mounting frame to move, and transverse moving action is achieved; and S2, the rotating device drives the operation unit mounting frame to move, and rotating action is achieved; and the step S1 and the step S2 are executed in sequence, or only one of the step S1 and the step S2 is executed. The working device frame can meet the requirements of operation of the operation units at different positions, can rotate and transversely move, and is compact in structure.
