The invention discloses a flood control and cooling control device for a vehicle underground passage. The flood control and cooling control device comprises a main body; an asphalt pavement is laid onthe upper end face of the main body; an entrance passage which is provided with a leftward opening and allows vehicles to pass through is formed in the main body; the right side of the entrance passage communicates with a driving passage allowing the vehicles to pass through; and three reset cavities with downward openings are formed in upper end wall of driving passage from left to right at equal intervals. According to the flood control and cooling control device, a passage inlet can be automatically closed after accumulated water in a vehicle underground passage reaches a certain limit, sufficient reminding is given, the accumulated water in the passage is pumped and drained emergently, and the influence degree of the accumulated water on traffic is reduced, and personal and property safety of drivers and driving vehicles can be powerfully ensured; and meanwhile, accumulated water can be collected in high-temperature weather to spray water to the road surface, so that the temperature of the road surface is reduced, and the driving safety of passing vehicles is guaranteed.
