The invention discloses a joint cutting device and joint cutting method for road and bridge construction. The joint cutting device comprises a rail assembly, a support assembly and a cutting assembly,the support assembly is slidably connected on the rail assembly, and the cutting assembly is connected with the support assembly; the rail assembly comprises a fixed sliding rail, and one end of thefixed sliding rail is fixedly connected with a fixed plate; and the support assembly comprises a support plate, the bottom end of the support plate is slidably connected with the fixed sliding rail, the top end of the support plate is connected with a connecting plate, the connecting plate is slidably connected with a control rod, the bottom end of the control rod is provided with a connecting groove, and the cutting assembly is connected to the inside of the connecting groove. The joint cutting method comprises the following steps of 1, spraying a cutting line on a road in advance; 2, mounting the rail assembly at one end of the cutting line; 3, starting a cutting motor and simultaneously controlling a spray head to spray water; 4, controlling a handpiece to press downwards so that a cutting sheet can cut the road; and 5, controlling the support assembly to slide along the fixed sliding rail to finish the joint cutting operation.
