The invention discloses a milling type excavation construction machine capable of tamping a foundation. The construction machine comprises a fixed base, a control housing and a working housing; an impact cavity with an upward opening, an impact gear cavity located on lower side of the impact cavity, a milling and digging gear cavity located on the lower side of the impact gear cavity, and a rotaryconnecting cavity located at left ends of the impact gear cavity and the milling and digging gear cavity, communicating with the impact gear cavity and the milling and digging gear cavity and provided with a leftward opening are arranged in the working housing; and the interior of the rotary connecting cavity is rotatably connected with the protruding portion of the right side of the control housing. The device is simple in structure, low in manufacturing cost, far away from work, simple, easy to understand and convenient to maintain; when the device is started, a milling shovel can rotate like a milling cutter to excavate soil to be excavated, a tunnel can be milled along with the advancing and turning of an engineering vehicle while milling and digging, and the depth of the tunnel can be further increased by milling and digging in a milled pit through a lifting mechanism of the device.
