The application comprises the following steps: applying the primer to a construction matrix, and then adhering a butyl adhesive tape to the surface of the primer. Raw materials of the butyl rubber tape comprise a first butyl rubber matrix and an oxide, and the oxide is selected from one ora combination of more of manganese dioxide, zinc oxide, lead dioxide and lead tetroxide; the primer comprises, by weight: 8-25% of a second butyl rubber matrix, 1-15% of a second tackifying resin, 0.2-2% of a cross-linking agent, and 65-85% of an organic solvent; and the cross-linking agent is p-benzoquinone dioxime, The primer disclosed by the invention has a synergistic effect with conventionaloxide-containing butyl rubber after construction, so that the peel strength, persistent adhesion, water resistance and the like of the butyl rubber tape can be remarkably improved, and particularly,the problem that the performance of the butyl rubber tape is seriously reduced due to long-term soaking of concrete can be solved.
