The method comprises the steps of collecting environment temperature information of a current to-be-detected water supply and drainage pipe, and processing the environment temperature information to obtain a freezing flow speed value; collecting a water flow rate value of the water supply and drainage pipe exposed on the ground, comparing the water flow rate value with the freezing flow rate value,and emptying or accelerating water in the water supply and drainage pipe exposed on the ground if the water flow rate value is smaller than or equal to the freezing flow rate value; collecting the temperature of the environment where the water supply and drainage pipe is located in real time, and enabling the freezing flow rate value to be easier to obtain according to a corresponding relation between the environment temperature information and the freezing flow rate value; and comparing the collected water flow rate value with the obtained freezing flow rate value, treating the water in the water supply and drainage pipe automatically and accurately and ensuring that the water supply and drainage pipe is not frozen, so that waste of water resources is reduced.
