The constructional engineering reinforcingsteel bar binding device comprises a first clamping plate and a second clamping plate, wherein the first clamping plate is rotatably connected with the second clamping plate, and connecting parts arewelded to the right side face of the first clamping plate and the right side face of the second clamping plate; a second rotating plate and a first rotating plate are fixedly welded to the left side face of the first clamping plate and the left side face of the second clamping plate respectively, and a handle is welded to the upper surface of the first clamping plate; a plurality of reinforcing steel bars are placed in circular ring structures of two binding devices one by one, and the two binding devices are located at the positions, close to the two ends, of the reinforcing steel bars; due to the elastic effect of springs, the springs on the outer side wall of a first clamping ring and the outer side of a second clamping ring can achieve the buffering effect on the reinforcing steel barsin the circular ring structures; and due to the fact that sliding plates can slide in sliding grooves, the binding range of the circular ring structures can be adjusted under stretching and retracting of the springs, and the purpose of weakening impact force can be achieved through the multiple springs when the circular ring structures are subjected to external impact.
