The invention discloses a surface cleaning device, which comprises a base frame, a rolling brush cleaning assembly and a control unit; a traction device can suspend and move the surface cleaning device to a preset cleaning position on one side of a to-be-cleaned surface through a traction connecting part arranged on the base frame; the rolling brush cleaning assembly comprises a rolling brush anda rolling brush driving unit, and the rolling brush cleaning assembly is arranged on one side of the base frame; the rolling brush driving unit is controlled by the control unit and can drive the rolling brush to rotate bidirectionally at a variable speed; when an obstacle area exists in the moving direction of the surface cleaning device, the rolling brush driving unit can drive the rolling brushto rotate in a rotating direction enabling the surface cleaning device to climb over the obstacle area. The invention further discloses a cleaning method applying the surface cleaning device. The surface cleaning device has the advantages of being high in cleaning efficiency, flexible to move, good in obstacle crossing capacity, good in wall surface adaptability and the like.
