The device comprises a monitoring assembly and a cast iron manhole cover with a handle hole, the monitoring assemblycomprises a magnetic base, a vertical rod is connected to the lower portion of the magnetic base, the lower portion of the vertical rod is sleeved with a metal bearing, an inner circular ring of themetal bearing is fixed to the vertical rod, and an outer circular ring of the metal bearing is connected with a connecting rod extending obliquely upwards. The upper end of the connecting rod is connected with a metal rolling ball close to the bottom of the cast iron manhole cover, a storage box is suspended below the upper end of the connecting rod, a circuit board is arranged in the storage box,and a power supply terminal, a microprocessor, an inclination angle sensor, a positioning module and a wireless communication module are integrally connected to the circuit board.
