The invention provides a construction method of a graded anti-blocking low-pressure pipeline system for hydrovoltaic generators. The construction method comprises the following steps of dividing an area from a top water storage area to a bottommost water outlet into a plurality of power generating units, and respectively arranging a top water storage area, a hydrovoltaic generator, a low-pressurearea, a necking water channel, an anti-blocking pipeline and a waterproof fixed layer in each power generating unit so as to obtain the graded anti-blocking low-pressure pipeline system for the hydrovoltaic generators. According to the graded anti-blocking low-pressure pipeline system constructed by adopting the method, the gravitational potential energy of water can be used in a multistage mode so as to form multistage output of electric energy; the low-pressure area is formed by utilizing the difference of the water flow speed, so that the power generating efficiency is improved; and a series of problems caused by the blockage of a certain hydrovoltaic generator are avoided.
