The device comprises a vehicle body and wheels, the wheels are arranged around the bottom of the vehicle body, a splashing assembly is arranged on the right side of the top of the vehicle body, a power assembly is arranged in the splashing assembly, and when the vehicle body runs, the wheels rotate, through contact between a wheel at the front end of the right side and a follow-up power wheel, the follow-up power wheel can drive a power shaft to rotate, the power shafttransmits power to a power transmission assembly when rotating, the power transmission assembly transmits power to a feeding assembly and a quantitative material splashing piece through a power box assembly, the feeding assembly feeds materials to the quantitative material splashing piece, the quantitative material splashing piece is used for quantitatively splashing a snow-melting agent, no independent electric driving equipment is adopted for driving, the use cost of the device is greatly reduced, and meanwhile when the vehicle body stops running, the wheels do not rotate any more, the snow-melting agent cannot be discharged downwards from a discharging opening any more, and therefore waste of the snow-melting agent is avoided.
