The high and steep rock slope ecological restoration method is characterized by comprising the following steps that 1, a scaffold is arranged in an erected mode, a slope is trimmed, and drain holes are formed; 2, concrete is sprayed onto the slope, after the concrete is solidified, holesare drilled in the concrete for anchor rods, and a reinforcing mesh is laid on the surface of the concrete; 3, a restoration device is arranged; and 4, concrete is sprayed for the second time. Planting boxes are fixed to the anchor rods, and planting soil on the planting boxes is used for cultivating restoration plants, so that the restoration plants are separated from a pouring layer; water content sensors in the planting soil detect the internal water content of the planting soil, when the water content is too low, a control cabinet controls a water pump to be started, and the water pump drains water flow in a water storage pool into spraying head ends to spray the planting soil; and the design of the planting boxes reduces loss of the water flow, the water flow is stored in the plantingboxes, and a good restoration effect is achieved.
