The invention discloses a municipal road water-passing asphalt concrete pavement structure and a construction method. The municipal road water-passing asphalt concrete pavement structure comprises a foundation layer, a compaction layer, a lower gravel layer, a gravel layer, an upper gravel layer, a concrete layer and an asphalt layer which are sequentially arranged from bottom to top in the vertical direction, and an upper composite geotextile membrane is arranged between the upper gravel layer and the concrete layer; side composite geotextile membrane layers are fixedly arranged at the two ends, in the width direction of a water-passing pavement, of the upper composite geotextile membrane, and the ends, back on to the upper composite geotextile membrane layer, of the side composite geotextile membrane layers extend into the foundation layer. The compaction of the compaction layer above the foundation layer is completed; long grooves are formed in the two ends of the compaction layer in the width direction; the lower gravel layer, the gravel layer and the upper gravel layer are sequentially paved above the compaction layer; after the upper composite geotextile membrane covers the upper gravel layer, the side composite geotextile membrane layers are placed in the long grooves, and the long grooves are filled with backfill soil; and the concrete layer and the asphalt layer are sequentially paved above the upper composite geotextile membrane. According to the invention, the foundation of the water-passing pavement is protected.
