An air inlet device and an air outlet device are arranged in walls on the two opposite sides of a building in a penetrating mode correspondingly; and a first roof drainage pipe and a second roof drainage pipe are fixedly connected to the positions, located on one side of the air inlet device and one side of the air outlet device, of the two sides of the building correspondingly. According to the energy-saving fresh air system, a part of rainwater received by an air inlet cover is guided to a filter cover through a water guide plate so as to flush dust on the surface of the filter cover, a hydraulic driving device can convert top floor accumulated water drained by the first roof drainage pipe into power of a driving shaft, and then a bevel gear set is matched to convert a rotating shaft into rotating force of the filter cover, so that the filter cover can rotateautomatically to throw away sewage while being flushed by water, a surface cleaning effect is improved, cleaning is more thorough, the trouble of manual cleaning is omitted, a good filtering and purifying effect can be maintained for a long time, a cleaning mechanism does not need to waste clean water and electric power, and energy is saved.
