The invention discloses a combined anti-collision buffering device and an anti-collision buffering vehicle. The buffering modules are sequentially arranged from front to back, and the rotating mechanism is arranged between every two adjacent buffering modules; when the device is not in use, the buffering modules located on the rear side are overturned to the upper side of the buffering module located on the front side through the rotating mechanism, the multiple buffering modules sequentially arranged in the horizontal direction can be converted into a vertical mode, then the oil cylinder driving device on the buffering vehicle is used for driving the anti-collision device to rotate by 90 degrees, and then the buffering modules can be sequentially installed in the rear vehicle hopper; therefore, the wind resistance is reduced and the height limiting condition is avoided; the inner diameter of the buffer unit located in the front side buffer module is smaller than that of the buffer unit located in the rear side buffer module, and by means of the porous buffer unit with the gradient increasing change and the hollow multi-layer grading structure, stress wave transmission is effectively improved, the energy absorption capacity is improved, and the impact resistance and the buffering and energy-absorbing effects of the buffering device are improved.
